As of 2023, 56% of EU citizens had basic or above basic digital skills, while 44% lacked these essential skills. The EU aims for 80% of adults to possess at least basic digital skills by 2030. With the advent of AI agents and interactive systems, learners now engage with technologies that analyze emotions, predict behaviors, and respond adaptively (Luckin, 2018). While this enhances efficiency and customization, it also raises challenges such as digital divides, privacy concerns, and emotional detachment.
